What's the Difference?

Response to Intervention (RTI)

A Focus on Academic Support

RTI is a framework specifically designed to identify and address academic challenges in students, with a focus on early intervention. It operates through a tiered approach, where students receive varying levels of support depending on their needs. RTI is primarily concerned with academic progress and helps educators provide targeted interventions for students who are struggling in specific areas, such as reading or math.

Typically, RTI begins with universal screening, followed by interventions that increase in intensity based on student progress. If a student does not respond to interventions, further assessments may lead to consideration for special education services.

Multi-Tiered System of Supports (MTSS)

A Holistic, Comprehensive Framework

MTSS, is a broader, more comprehensive framework that integrates support for academic, behavioral, and social-emotional development.

While RTI is often seen as a component of MTSS, MTSS goes beyond academics to support the whole child. MTSS incorporates multiple tiers of intervention not only for academics but also for addressing behavioral challenges and promoting mental health. This multi-dimensional approach ensures that students' diverse needs are met, creating a well-rounded system of support that extends to all aspects of student development.

In recent years, Multi-Tiered System of Supports (MTSS) has emerged as a robust framework designed to address the diverse needs of students within K-12 education, taking a more proactive approach addressing systemic barriers and conditions for both students and educators.

RTI and MTSS are often used together, with RTI as part of an MTSS approach. The goal of both is to ensure that students get the support they need to learn and that every student succeeds.

While RTI is a highly effective model for identifying and addressing academic challenges early, MTSS builds on that foundation by providing a comprehensive system that supports all students, including those with behavioral and mental health needs. MTSS also encourages collaboration among educators, families, and community partners to create a system of care that works for each student.

In K-12 education, Response to Intervention (RTI) and Multi-Tiered System of Supports (MTSS) are both frameworks designed to provide targeted support to students, but they differ in scope, purpose, and implementation:

Scope
  • RTI focuses primarily on academic interventions, aiming to address specific learning challenges.

  • MTSS encompasses academic, behavioral, and social-emotional supports, offering a more holistic approach to student well-being.
Support Levels
  • RTI typically involves three tiers: universal instruction for all students, targeted interventions for struggling students, and intensive interventions for those with significant needs.

  • MTSS also uses a tiered system but includes a broader range of supports that can address multiple aspects of a student's experience, including behavior and mental health.
Purpose
  • RTI aims to identify struggling learners and intervene early to prevent academic failure, often leading to decisions about special education.

  • MTSS is designed to provide a continuous, integrated system of supports that aims to meet the needs of all students and improve schoolwide outcomes.
Data-Driven Decision Making
  • Both systems rely on data to guide decision-making, but MTSS uses a wider variety of data sources, including academic assessments, behavioral data, and social-emotional indicators, to make more holistic decisions.

We found that we were rich with early literacy data, but needed a tool that allowed us to collaboratively analyze the information. The RTI module allows us to do that. Data teams are using the module to analyze classroom data in kindergarten and first grade and quickly identify students who are struggling to attain early literacy benchmarks.
